
Ian B Perry FRICS MCIoB MCIArb MCIH - Chairman of Grove Village & Chief Executive
of Harvest Housing Group
A Chartered Surveyor who worked in private practice and Local Government prior
to joining the Housing Association Sector.
Ian has been Chief Executive of Harvest Housing Group for the past 20 years.
Harvest is a leading edge group of housing associations and companies, owning and
managing 18,000 properties in the North West of England, providing a broad range
of agency and regeneration services across the whole spectrum of the housing and
residential markets. Harvest has developed considerable expertise in imaginative
solutions to different housing markets, including leading on stock transfers, regeneration,
planning gain, key worker and PFI projects.
Since 2003 Ian has been Chairman of the groundbreaking Grove Village development
that delivered the first Local Authority Housing Private Finance Initiative in Ardwick,
Manchester.
Ian also chairs a joint venture company with Nord LB – Resolve 106, which was
established to deliver affordable housing without subsidy through the planning system.
He is involved with the Royal Institution of Chartered Surveyors (RICS) at both
Regional and National level, he is a member of the Residential Faculty Board and
is a National Housing Spokesman for the media.
He has also been active in the National Housing Federation (NHF) at National
and Regional level, including membership of the Northern Executive Committee.
Ian is active with the Government’s Rethinking Construction initiative (Egan
Report) including being a Board member of the Local Government Task Force and a
former Chairman of the Housing Forum’s Regeneration, Refurbishment and Repair Working
Group. He is also the Housing Forum’s “North West Champion”.
Ian is also the Honorary Consul for the Netherlands for Greater Manchester,
Lancashire and Cheshire.
HILARY COCKER
Hilary Cocker BSc (Econ) ACA - Executive Director - Finance
Born and educated in Oldham, Hilary started her career as a Customs Officer
with HM Customs & Excise in Swansea where she subsequently went on to do her degree.
From there, Hilary moved to Liverpool becoming a qualified Chartered Accountant
with Deloitte Haskins and Sells and later a management consultant with Coopers &
Lybrand.
Since 1988 Hilary has worked as Financial Director/Controller for a number of
large international and national companies. At Harvest Hilary is responsible for
all financial matters from investment to expenditure. Outside of work Hilary enjoys
walking, music - especially playing the piano, the theatre and reading.
Ken Talbot – BSc(Hons) – Executive Director – Business Development
Ken was born and raised in St Helens living and working in the North West all his life. His early career was as a Social Worker but immediately prior to coming to Harvest he had spent 20 years in the commercial world as a management consultant where he worked in a wide range of different organisations.
Up to July 2007 he was a partner in EC Harris LLP, a multinational project management consultancy where he concentrated on a wide range of public sector clients with a specific focus on social landlords.
Outside of work Ken has a keen interest in classical music, reading, walking and has aspirations to become an amateur food and wine critic
Kim Penfold MA LLB Dip T&RP MRTPI - Group Director, Business Development & Strategy
Kim worked as a planner in Lancashire and Salford before joining the Chief Executive's
Department of Manchester City Council where he worked as a team leader on policy
and resource procurement issues especially in housing, inner city programmes and
European funding.
In 1988 he joined M&D (now the Harvest Housing Group) as Special Initiatives
Director and has been involved in the development of M&D from a 3,000 unit housing
association to a 14,000+ group of RSLs and associated companies. Kim has been project
leader on the Group's three stock transfers and has worked on other major projects
including the Hulme redevelopment and the pathfinder housing PFI scheme at Plymouth
Grove, Manchester. Internally he has contributed to the Group's corporate planning,
the development of the Group structure and lead the Investors in People initiative.
From 2000-2001 Kim was Harvest's Business Development Director and is now Group
Director, Business Development & Strategy. Outside of work Kim tries to keep fit
by swimming and cycling and is interested in theatre, rugby and football.
Jessica Bradshaw FIPD MSC - Group Director - Human Resources & Organisational Development
Jessica has worked in Human Resources & Organisational Development in both the
public and private sector. Prior to joining Harvest in 1999 she was Deputy Director
of HR for Wirral and West Cheshire NHS Trust. With a lot of experience throughout
the NHS she also has experience of managing operational services within the NHS
Trust.
At Harvest, Jessica is responsible for the Human Resources and Organisational
Development. As a key member of the change programme Jessica has been leading in
the planning, design and implementation of new operating structure.
Aidan Kelly - Director - Frontis Director
Aidan has senior management experience of all the major disciplines in social
housing, starting with front-line work with homeless families in London and moving
on to housing management in deprived areas of Merseyside. His next career move was
to become CEO of an RSL, in South Wales where he successfully negotiated the terms
for a major stock transfer.
He then moved into the private house-building sector, generating development
projects in partnership with local authorities, RSLs and universities. Prior to
joining Harvest, Aidan was Business Development Director for an active RSL in Oxfordshire.
When time permits, Aidan tries to be a regular at the gym and enjoys exploring
France.
Michelle Gregg BA (Hons) PG Dip H – Executive Director, Service Delivery
Michelle started her housing career in 1993 working for Trafford MBC in the
Housing Aid Centre and then moved on t work for Manchester City Council and Irwell
Valley Housing Association before joining Manchester & District (now Harvest Housing
Group) in 1992.
She was involved in managing inner city and rural stock in a number of different
posts and in 2001 was made director of Operational Support.
Whilst Director of Operational Support she was responsible for setting up the
Shared Service Centre, Harvest Response and ran it successfully for 4 years until
she took up her current position as Executive Director, Service Delivery in September
2005.
Outside of work Michelle enjoys reading, visiting the Cinema and supporting
Manchester United Football Club.
Martin Stevenson MSc MCIH – Director, Operational Support
Martin’s career in housing began in 1978 where he worked in Housing Management
and the Housing Advice and Homelessness Service.
In 1985 he joined St Vincents Housing Associationwhere he held senior posts
in housing management and was a member of the associations Management team responsible
for Strategy.
From 1998 he was responsible for the development of the associations Supported
Housing Service and the management of two major N.W. Foyers.
Martin joined Harvest in February 2006 and is now responsible for the management
of Operational Support for the Group.
Bronwen Rapley LLB (Hons) MCIH – Company Secretary
Bronwen established her career in the legal profession as a solicitor dealing
with property and tenancy law and developed an expertise in housing with care and
support. She then became a freelance consultant, eventually moving to work with
Harvest Housing Group, initially in Business Development before moving to her present
role.
Bronwen’s recent work includes: project management of the first housing PFI
project to reach contractual completion and now leading the team which is successfully
delivering the project, establishment of a new business development directorate
and the implementation of a modernised governance structure at Harvest.
Paul Seymour, BA Hons, MCIH, Post Graduate Diploma in Housing Studies – Director,
Service Delivery
Paul started his housing career with Harvest as a trainee Housing Officer in
1994. In 1999 Paul became Area Housing Manager for the East region and in 2002 became
Customer Service Manager with responsibility for setting up income collection and
customer service in Harvest Response, the Groups Shared Service Centre.
In November 2005 Paul was appointed Director of Service Development with responsibility
for ensuring continuous improvement in the way the group delivers services to its
customers and works with the group’s customers in identifying and delivering new
services that are required.
Outside of work Paul spends time with his wife and two young children and takes
a keen interest in Arsenal Football Club and Sale Sharks Rugby Union Club.
Robert Porter - Director - Derwent & Solway
Robert worked for Allerdale Borough Council Housing Department for thirteen
years prior to transferring to Derwent & Solway when the new housing association
was formed in 1999. Throughout this time Robert was involved in a variety of roles
encompassing all aspects of delivering the Housing Service.
More latterly Robert worked in a corporate role for Harvest delivering business
support functions before taking over as Director at Derwent & Solway in January
2003 and has been focusing on Derwent & Solway's role in regeneration and customer
communications.
Kate Forrester MSc FCIH – Director, M&D
Kate started her housing career in 1983 with a small Housing Association in
Dundee, Scotland which specialised in providing accommodation for older people,
where she held a range of housing management related posts.
In 1996 she joined M&D and has held a number of Area and Regional Managerial
positions including management of two LSVT estates focussing on regeneration through
partnership. She then became Head of Service Development with Harvest Housing Group
in 2003. Following promotion to Director, she took up her current post in April
2005.
Bob Duncalf
Bob Duncalf was appointed Chief Executive of Moorlands Housing prior to transfer in February 2001. Bob had been a great advocate of LSVT for a number of years previously, while Director of Community Services for the Council, seeing it as the way forward for social housing nationally, and the best option for the tenants of Staffordshire Moorlands District Council and their local communities.
Bob's background is in Environmental Health & Housing. Oven the last 20 years he has worked with Staffordshire Moorlands District Council, South Kesteven District Council and Leicestershire City Council, which has given him considerable experience in social housing, including strategic planning, housing development, asset management and community regeneration which, together with his people skills and vision for social housing, have enabled him to lead Moorlands Housing through the transfer process and beyond, supported by a committed Board and competent Executive and Management Teams.
Community Regeneration and Renewal issues are close to Bob's heart, he actively encourages and supports residents associations and other local groups and societies both personally and through the Company.
Lee Woods BSc (HONS), MBA, FCIH – Director, Frontis
Lee has worked for Harvest Housing Group throughout his housing career having
joined in November 1986. During this time Lee worked for five years as a housing
officer, and for the past 11 years in several middle and senior management roles.
Building on his management experience (LSVT, PFI and within traditional neighbourhoods),
Lee has recently been appointed to the post of Director for Frontis Homes Limited,
where leads on the delivery of neighbourhood management and affordable housing provision
for Frontis, as well as key worker and market rent accommodation.
Whilst working for Harvest Lee has gained a Bachelors degree (with honours)
in Housing Studies and a Masters degree in Business Administration, demonstrating
that you do not need to take the conventional routes to college and university to
be successful.
In his spare time, you will find Lee running marathons, singing in his band
‘Clean Cut’, following his football team around the country, or dinning out with
his wife.
